He discussed key points of data politics, and key \u2018data debates\u2019 relating to housing, <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">planning<\/span> <span class=\"NormalTextRun SCXW215851377 BCX2\">His opening<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\"> was followed by <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">five<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\"> themed sessions<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">: 1) <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">Property information<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">;<\/span> <span class=\"NormalTextRun SCXW215851377 BCX2\">2) <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">Planning<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">; 3) <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW215851377 BCX2\">Financialisation<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">,<\/span> <span class=\"NormalTextRun SCXW215851377 BCX2\">p<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">latforms, residential\/commercial real <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">estate<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">; <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">4<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">) <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">Renting, landlords, evictions, vacancy<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">;<\/span><span class=\"NormalTextRun SCXW215851377 BCX2\"> and<\/span> <span class=\"NormalTextRun SCXW215851377 BCX2\">5) <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">Data activism and counter-data activism. <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">We concluded the <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">workshop with a<\/span> <span class=\"NormalTextRun SCXW215851377 BCX2\">panel discussion <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">summarising <\/span><span class=\"NormalTextRun SCXW215851377 BCX2\">overarching issues\/themes of the workshop.<\/span><\/span><\/p>\n<p><span data-contrast=\"auto\">This blog post outlines key topics that arose throughout the workshop, structured around each of the themed sessions and the final panel discussion.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2><span data-contrast=\"auto\">Day 1<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h2>\n<h3><span data-contrast=\"auto\">Property information\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">In the session, <\/span><a href=\"https:\/\/www.ucl.ac.uk\/geography\/mariana-reyes\"><span data-contrast=\"none\">Dr Mariana Reyes<\/span><\/a><span data-contrast=\"auto\"> presented the work of herself, <\/span><a href=\"https:\/\/biea.ac.uk\/staff\/\"><span data-contrast=\"none\">Dr Dennis Muthama<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/www.ucl.ac.uk\/geography\/ayona-datta\"><span data-contrast=\"none\">Prof Ayona Datta<\/span><\/a><span data-contrast=\"auto\"> on the development control aspect of the planning system in Kenya, a system in transition after the introduction of automation. While the automation process is billed as improving efficiency, reducing corruption, speeding up the planning process and increasing investment, the transition has not been simple due to developers using multiple strategies to avoid planning processes, including constructing buildings at night. This presentation was followed by Dr <\/span><a href=\"https:\/\/www.qmul.ac.uk\/geog\/staff\/enoterman.html\"><span data-contrast=\"none\">Elsa Noterman<\/span><\/a><span data-contrast=\"auto\">, who discussed the concept of \u2018data deferral\u2019<\/span> <span data-contrast=\"auto\">through recounting the arduous process of submitting a freedom of information act request. This concept assists in naming a variety of strategies that hinder access to what is ostensibly \u2018public\u2019 data, as those seeking to access the data are continuously denied, redirected and delayed.<\/span><\/p>\n<p><a href=\"https:\/\/www.uu.nl\/staff\/DMBossuyt\"><span data-contrast=\"none\">Dr Daan Bossuyt<\/span><\/a><span data-contrast=\"auto\"> examined the processes and techniques resulting in the privatisation of public property through analysing how the Dutch Central Real Estate Agency and the Ministry of Defence deal with public real estate. Contrary to expectations, Dr Bossuyt found that the sale of public land held by the Ministry of Defence is not oriented towards the financialised nature of assets, but rather focused on cost metrics and replacement value. This focus leads to attention on short-term outcomes and avoiding high maintenance costs. Finally in this session, <\/span><a href=\"https:\/\/www.maynoothuniversity.ie\/people\/juliette-davret\"><span data-contrast=\"none\">Dr Juliette Davret<\/span><\/a><span data-contrast=\"auto\"> presented the work of herself, <\/span><a href=\"https:\/\/www.maynoothuniversity.ie\/people\/samuel-mutter\"><span data-contrast=\"none\">Dr Samuel Mutter<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.maynoothuniversity.ie\/people\/dr-carla-kayanan\"><span data-contrast=\"none\">Dr Carla Kayanan<\/span><\/a><span data-contrast=\"auto\">, Prof Rob Kitchin and <\/span><a href=\"https:\/\/www.melgalley.co.uk\/\"><span data-contrast=\"none\">Mel Galley<\/span><\/a><span data-contrast=\"auto\">. Dr Davret examined processes of commodification of open data, considering the implications of open data being scraped, cleaned, put together with other datasets by private companies and then sold \u2013 sometimes back to those who originally produced the data.<\/span><\/p>\n<h3>Planning<\/h3>\n<p><span class=\"TextRun SCXW145922214 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW145922214 BCX2\">Through an analysis of a metropolitan strategic plan, <\/span><\/span><a class=\"Hyperlink SCXW145922214 BCX2\" href=\"https:\/\/people.unisa.edu.au\/stefanie.duehr\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW145922214 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW145922214 BCX2\" data-ccp-charstyle=\"Hyperlink\">Prof Stephanie <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\" data-ccp-charstyle=\"Hyperlink\">D\u00fchr<\/span><\/span><\/a><span class=\"TextRun SCXW145922214 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW145922214 BCX2\"> examined the political framing of data needs within such plans. <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Questions that arose include<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">d<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> \u2013 what data is needed to meaningfully evaluate strategic policies? How does this compare with the datasets that are already available? Can the mismatch between the two <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW145922214 BCX2\">point<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> to instances of \u2018<\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW145922214 BCX2\">policy based<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> evidence making\u2019?<\/span> <span class=\"NormalTextRun SCXW145922214 BCX2\">T<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">hen, <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Dr Carla Kayanan<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> discussed work done along with Dr Juliette <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW145922214 BCX2\">Davret<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">, <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Dr <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Samuel Mutter and <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Prof <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">Rob Kitchin on the data mobilities and data politics of planning. <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">By examining the evolution of Ireland\u2019s data ecosystem, the presentation <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">sought<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> to move<\/span> <span class=\"NormalTextRun SCXW145922214 BCX2\">beyond<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> questions <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">of<\/span> <span class=\"NormalTextRun SCXW145922214 BCX2\">inequalities that arise from <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">access<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> to technology,<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> to <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">consider<\/span> <span class=\"NormalTextRun SCXW145922214 BCX2\">how <\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">data practices and day<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">&#8211;<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">to<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">&#8211;<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">day operations<\/span> <span class=\"NormalTextRun SCXW145922214 BCX2\">demonstrate<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\"> alternative forms of inequality and power dynamics<\/span><span class=\"NormalTextRun SCXW145922214 BCX2\">.<\/span><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-533 aligncenter\" src=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture2.jpg\" alt=\"\" width=\"762\" height=\"646\" srcset=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture2.jpg 762w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture2-300x254.jpg 300w\" sizes=\"auto, (max-width: 762px) 100vw, 762px\" \/><\/p>\n<p><span data-contrast=\"auto\">Continuing the discussion of strategic planning, <\/span><a href=\"https:\/\/cityfutures.ada.unsw.edu.au\/about-us\/our-profiles\/claire-daniel\/\"><span data-contrast=\"none\">Dr Claire Daniel<\/span><\/a><span data-contrast=\"auto\"> considered the unintended consequences of open planning data and analytics. Whilst the open data movement began with (and continues to espouse) the values of transparency and citizen empowerment \u2013 this does not capture the full view of open data. In reality, it can be difficult to use, invoke neoliberal models of individual agency and have unintended harmful consequences. Dr Daniel considered whether the use of open data by intermediaries, such as consultants, in effect makes the planning processes less transparent. Finally for the planning session, <\/span><a href=\"https:\/\/aap.cornell.edu\/people\/scott-markley-0\"><span data-contrast=\"none\">Dr Scott Markley<\/span><\/a><span data-contrast=\"auto\"> discussed the rise of \u2018municipal data solutions startups\u2019 \u2013 startup companies offering a supposed solution to the problems arising from the highly fragmented, scattered, vague and confusing zoning system in the US. These companies are proliferating, claiming to, as one company\u2019s tagline states, \u2018empower the property industry\u2019. The data these companies produce appear to be replete with errors and inconsistencies, as is the source data they are working with, due to zoning boundaries being poorly digitised and sourced from different places, at times not matching up. It is not clear how companies handle these issues, and someone, somewhere in the company must make (potentially arbitrary) decisions about where a boundary falls, or how a region is zoned. In some of these cases, as Dr Markley said, \u2018to make a decision is to become the authority\u2019.<\/span><\/p>\n<h3><span data-contrast=\"auto\">Financialisation, platforms, residential\/commercial real estate<\/span><\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-534 aligncenter\" src=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture3.jpg\" alt=\"\" width=\"959\" height=\"609\" srcset=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture3.jpg 959w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture3-300x191.jpg 300w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture3-768x488.jpg 768w\" sizes=\"auto, (max-width: 959px) 100vw, 959px\" \/><\/p>\n<p><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\">Kick starting this session, <\/span><\/span><a class=\"Hyperlink SCXW262266239 BCX2\" href=\"https:\/\/www.geog.ox.ac.uk\/staff\/jmigozzi.html\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Dr Julien <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Migozzi<\/span><\/span><\/a><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\"> discussed how urban housing markets drive digital capitalism, and how digital capitalism upholds wealth inequalities and segregation within the context of global real estate networks. <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">Dr <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">Migozzi<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> considered this through three key dimensions: legal, <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">algorithmic<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> and financial. Looking at this through public facing housing property portals in South Africa, Dr <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">Migozzi<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> found these portals recode housing inequalities, recycling apartheid boundaries for neighbourhood boundaries. <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">PropTech<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">, he argues, is <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">RentTech<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> \u2013 it fosters a traditional rentier model through the market, creating algorithmic rents from data services and software, and brings housing into the information economy. <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">Next, <\/span><\/span><a class=\"Hyperlink SCXW262266239 BCX2\" href=\"https:\/\/www.sydney.edu.au\/architecture\/about\/our-people\/academic-staff\/sophia-maalsen.html\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Dr Sophia <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Maalsen<\/span><\/span><\/a><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\"> discussed working with social media content creators to advocate for tenants<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">\u2019<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> rights, research done <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">with<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> Drs <\/span><\/span><a class=\"Hyperlink SCXW262266239 BCX2\" href=\"https:\/\/scholars.uow.edu.au\/peta-wolifson\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Peta <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Wolifson<\/span><\/span><\/a><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\"> and <\/span><\/span><a class=\"Hyperlink SCXW262266239 BCX2\" href=\"https:\/\/www.sydney.edu.au\/architecture\/about\/our-people\/academic-staff\/dallas-rogers.html\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Dallas Rogers<\/span><\/span><\/a><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\">. Dr <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">Maalsen<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> considered the difficulty of navigating multiple relationships with non-academic peers, as well as external partners, <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">alongside<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> the benefits of sharing academic research through storytelling <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">on<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\"> non-traditional platforms such as TikTok and Instagram. These considerations were <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">made <\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">in the context of a project considering the (<\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW262266239 BCX2\">im<\/span><span class=\"NormalTextRun SCXW262266239 BCX2\">)possibility of tenants having as much information about their landlords, as landlords have about tenants. The project advertised a fictional app, <\/span><\/span><a class=\"Hyperlink SCXW262266239 BCX2\" href=\"https:\/\/knowyourlandlord.app\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW262266239 BCX2\" data-ccp-charstyle=\"Hyperlink\">Know Your Landlord<\/span><\/span><\/a><span class=\"TextRun SCXW262266239 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW262266239 BCX2\">, that would allow tenants to vet their landlords.<\/span><\/span><\/p>\n<p><span data-contrast=\"auto\">Then <\/span><a href=\"https:\/\/research.ucc.ie\/profiles\/A010\/MNicLochlainn@ucc.ie\"><span data-contrast=\"none\">Dr Maedhbh Nic Lochlainn<\/span><\/a><span data-contrast=\"auto\"> discussed the transformation of Dublin\u2019s Docklands drawing on Erin McElroy\u2019s theory of siliconization. Examining the history of the area through various data sources, Dr Nic Lochlainn recounted the increasing financialisation of the area in the particular context of how Ireland was marketed as a safe, secure, desirable, English speaking location to invest in. In continuing to examine how the increasing financialisation of the city has been, and continues to be possible, Dr Nic Lochlainn found that doing this critical urban research \u2018is partly like solving a crime that happened long ago, and partly like watching a very long and very slow car crash\u2019. Closing out the day <\/span><a href=\"https:\/\/pure.qub.ac.uk\/en\/persons\/richard-waldron\"><span data-contrast=\"none\">Dr Richard Waldron<\/span><\/a><span data-contrast=\"auto\"> discussed work done in collaboration with <\/span><a href=\"https:\/\/people.ucd.ie\/declan.redmond\"><span data-contrast=\"none\">Dr Declan Redmond<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/www.linkedin.com\/in\/bernie-o-donoghue-hynes-phd-mba-bbs-cmcipd-41121b18\"><span data-contrast=\"none\">Dr Bernie O\u2019Donoghue-Hynes<\/span><\/a><span data-contrast=\"auto\"> examining the intricacies of understanding emergency accommodation use patterns of homeless families in Ireland. This is not straightforward work, as how this is recorded is not consistent (for example, in some cases children are not recorded at all, or are not recorded as part of a family unit so appear separately). Dr Waldron considered whether administrative data from emergency accommodation providers assist in monitoring presentation by families.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-535 aligncenter\" src=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture4.jpg\" alt=\"\" width=\"1008\" height=\"773\" srcset=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture4.jpg 1008w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture4-300x230.jpg 300w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture4-768x589.jpg 768w\" sizes=\"auto, (max-width: 1008px) 100vw, 1008px\" \/><\/p>\n<p><span data-contrast=\"auto\">After a delightful dinner at Maynooth\u2019s Pugin Hall and some well-earned rest, attendees gathered again bright and early for Day 2 of the workshop.<\/span><\/p>\n<h2>Day 2<\/h2>\n<h3><span class=\"TextRun SCXW149203038 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW149203038 BCX2\">Renting, landlords, evictions, vacancy<\/span><\/span><\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-536 aligncenter\" src=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture5.jpg\" alt=\"\" width=\"768\" height=\"668\" srcset=\"https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture5.jpg 768w, https:\/\/datastories.maynoothuniversity.ie\/wp-content\/uploads\/2024\/09\/DSW_Picture5-300x261.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<p><a href=\"https:\/\/www.esri.ie\/people\/rachel-slaymaker\"><span data-contrast=\"none\">Dr Rachel Slaymaker<\/span><\/a><span data-contrast=\"auto\"> opened up the second day of the workshop discussing the changing data landscape in the Irish Private Rental Sector (PRS). Slaymaker demonstrated how two new metrics included in the data collected by the Residential Tenancies Board (RTB) can help better understand trends in PRS. However, Slaymaker cautioned that certain challenges remain in the data collection and analysis process, such as frequent housing policy changes and slow administrative changes related to data collection. <\/span><a href=\"https:\/\/geography.washington.edu\/people\/erin-mcelroy\"><span data-contrast=\"none\">Dr Erin McElroy<\/span><\/a><span data-contrast=\"auto\"> then brought our focus to the various types of data methods tenant and housing organisers employ, mostly in San Francisco but also in other cities across the US and the globe, to identify corporate ownership trends and organise multi-building tenant associations and unions. McElroy\u2019s presentation served as a powerful demonstration of the role of collective resistance against evictions, and how data stories can highlight issues of displacement contribute to resistance. An existing challenge to Ireland\u2019s inability to address housing availability is the flattened categorisation of what constitutes as \u2018vacant\u2019 in Irish policy. <\/span><a href=\"https:\/\/www.tcd.ie\/research\/profiles\/?profile=ocallac8\"><span data-contrast=\"none\">Dr Cian O\u2019Callaghan<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/www.dcu.ie\/historygeography\/people\/kathleen-stokes\"><span data-contrast=\"none\">Dr Kathleen Stokes<\/span><\/a><span data-contrast=\"auto\"> grapple with this issue in their research. Their presentation provided a critical reading of how vacancy is understood in Ireland and the different narratives that emerge based on these interpretations. Providing additional empirics on the role of policy shaping the data landscape, <\/span><a href=\"https:\/\/people.ucd.ie\/michelle.norris\"><span data-contrast=\"none\">Prof Michelle Norris<\/span><\/a><span data-contrast=\"auto\"> closed off the session with findings from the analysis of Ireland\u2019s Social Housing Assessments Report (SSHA) and Housing Assistant Payment (HAP) data sets from 2016 &#8211; 2022. The work, undertaken alongside Dr <\/span><a href=\"https:\/\/researchrepository.ucd.ie\/entities\/person\/76f371a9-df8e-4735-be84-6a09a7396a7d\/publications\"><span data-contrast=\"none\">Cliodhna Bair\u00e9ad<\/span><\/a><span data-contrast=\"none\">,<\/span><span data-contrast=\"auto\"> charts the increased reliance on data to inform policy, but the problematic that emerges in relation to data analysis in a period when housing and its accompanying policy is politicised, scrutinised and contested. Prof Norris was at pains to stress the troublesome issues that emerge with data analysis when fickle policy can change the direction of collection.<\/span><\/p>\n<h3><span data-contrast=\"auto\">Data activism and counter-data actions\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">In the final session, Dr Juliette Davret and Dr Samuel Mutter presented work completed with artists <\/span><a href=\"https:\/\/joansomersdonnelly.com\/\"><span data-contrast=\"none\">Joan Somers Donnelly<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/augustineodonoghue.com\/\"><span data-contrast=\"none\">Augustine O\u2019Donoghue<\/span><\/a><span data-contrast=\"auto\">, outlining similarities and divergences between the tactics of direct action and lobbying as data activism. They discussed the potential of these two approaches to resist neoliberal urbanism and defend the right to housing, and considered whether social movements could be thought of as data infrastructures. <\/span><a href=\"https:\/\/dusp.mit.edu\/people\/wonyoung-so\"><span data-contrast=\"none\">Wonyoung So<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/anastasia.github.io\/\"><span data-contrast=\"none\">Asya Aizman<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/dusp.mit.edu\/people\/chenab-navalkha\"><span data-contrast=\"none\">Chenab Navalkha<\/span><\/a><span data-contrast=\"auto\"> presented on work completed with <\/span><a href=\"https:\/\/dusp.mit.edu\/people\/catherine-dignazio\"><span data-contrast=\"none\">Catherine D\u2019Ignazio<\/span><\/a><span data-contrast=\"auto\">, examining the motivations behind various housing data projects and the possibility of making data useful. They found some actors take a position of \u2018strategic neutrality\u2019, portraying a neutral position in order to be taken seriously in certain circles, and to have greater potential for influence (e.g. with policy makers). Finally, <\/span><\/span><a class=\"Hyperlink SCXW142999939 BCX2\" href=\"http:\/\/jilliancrandall.net\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW142999939 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW142999939 BCX2\" data-ccp-charstyle=\"Hyperlink\">Jillian Crandall<\/span><\/span><\/a><span class=\"TextRun SCXW142999939 BCX2\" lang=\"EN-IE\" xml:lang=\"EN-IE\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW142999939 BCX2\"> presented their research, examining how dispossession, displacement, and disenfranchisement of low-income Black communities is perpetuated through housing speculation and <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW142999939 BCX2\">financialisation<\/span><span class=\"NormalTextRun SCXW142999939 BCX2\">. Jillian outlined how cadastral mapping has caused disaster \u2013 echoing the findings of Dr <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW142999939 BCX2\">Migozzi<\/span><span class=\"NormalTextRun SCXW142999939 BCX2\"> in outlining how cadastral mapping is tied to redlining, inequitable taxation and has been used as a tool of colonialism.<\/span><\/span><\/p>\n<h3><span data-contrast=\"auto\">Final panel<\/span><\/h3>\n<p><span data-contrast=\"auto\">The workshop concluded with a panel discussion between Prof Rob Kitchin, <\/span><a href=\"https:\/\/www.linkedin.com\/in\/dr-d%C3%A1ith%C3%AD-downey-505154165\/?originalSubdomain=ie\"><span data-contrast=\"none\">Dr Daithi Downey<\/span><\/a><span data-contrast=\"auto\">, Prof Michelle Norris, Dr Sophia Maalsen and Dr Erin McElroy. The panel members reflected on some themes repeated throughout the workshop, and then all attendees engaged in discussion around these themes. The discussion touched on:<\/span><\/p>\n<ul>\n<li><span data-contrast=\"auto\">The fragmentation and harmonisation of data.<\/span><\/li>\n<li><span data-contrast=\"auto\">The importance of understanding the contexts of power.<\/span><\/li>\n<li><span data-contrast=\"auto\">Access to, usability and translatability of data.<\/span><\/li>\n<li><span data-contrast=\"auto\">Potential harms of open\/opening data.<\/span><\/li>\n<li><span data-contrast=\"auto\">The inescapability of certain data infrastructures: Amazon, Google, and the contradictions that throws up when undertaking anti-capitalist data projects.<\/span><\/li>\n<li><span data-contrast=\"auto\">The limited nature of our workshop internationally \u2013 the majority of research (with some exceptions) presented was based in Ireland, the UK, US or Australia.<\/span><\/li>\n<li><span data-contrast=\"auto\">Digitalisaiton and datafication are processes that are incomplete and still underway in Ireland, and different departments are at different stages in this process.<\/span><\/li>\n<li><span data-contrast=\"auto\">The tension between a simple narrative that can form part of lobbying\/communicating a message effectively, and fully telling a nuanced story, or communicating all the nuances related to a dataset.<\/span><\/li>\n<li><span data-contrast=\"auto\">Instances of people strategically using numbers that they know are not correct in order to further their argument<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">.<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">Finally, many questions were considered as part of this discussion, including the following:<\/span><\/p>\n<ul>\n<li><span data-contrast=\"auto\">What could community control of data look like?<\/span><\/li>\n<li><span data-contrast=\"auto\">What problems that we see as data problems are new\/unique to data, and what already existed but are easy to chalk up to issues of contemporary technology?<\/span><\/li>\n<li><span data-contrast=\"auto\">Within the activist realm especially \u2013 what are the affective dimensions of this data work? How does energy and community grow? How does this relate to datafied processes? Is this something that can\u2019t be datafied?<\/span><\/li>\n<li><span data-contrast=\"auto\">What are the different genres of (housing) data?
